EXEMPT APPOINTMENT
Legislation, passed in 2006, established a new California Department of Public Health (CDPH) and renamed the California Department of Health Services to Department of Health Care Services (DHCS) on July 1, 2007. DHCS shares the broad mission to protect and improve the health of all Californians with the new CDPH. To accomplish this, DHCS finances and administers a number of individual health care service delivery programs, including the California Medical Assistance Program (Medi-Cal). These programs:
- Provide health care services to low-income persons and families who meet defined eligibility requirements.
- Emphasize prevention-oriented health care programs that promote human health and well-being.
- Ensure access to comprehensive health services using public and private resources.
- Ensure appropriate and effective expenditure of public resources to serve those with the greatest health care needs.
The Deputy Director/Policy is one of two Deputy Directors in DHCS that oversee Health Care Programs. Under the administrative direction of the DHCS Chief Deputy Director of Health Care Programs, both Deputy Directors serve as integral components in the formulation of policy to achieve the mission of the department.
In addition to serving as a member of the Directorate, the Deputy Director/Policy will be responsible for the development, promotion, and implementation of health care delivery systems to over 6.7 million beneficiaries of the State Medi-Cal program, and provides direct management to six divisions: Medi-Cal Eligibility; Medi-Cal Benefits, Waiver Analysis, and Rates; Systems of Care; Fiscal Intermediary & Contracts Oversight; Pharmacy Benefits; and Third Party Liability & Recovery; and administers, along with the Deputy Director/Operations, a total budget of over $35 billion.
Specifically the incumbent:
- Directs and coordinates the programs and activities in the Health Care Programs/Policy area to ensure uniform program direction and maximum efficiency throughout the statewide health care delivery system.
- Medi-Cal Eligibility Division: coordinates, clarifies, and implements Medi-Cal regulations, policy, and procedures to assure that Medi-Cal eligibility is determined accurately and on a timely basis by the 58 county public social services agencies.
- Medi-Cal Benefits, Waiver Analysis, and Rates Division: determines what medical benefits Medi-Cal beneficiaries may receive, and what the charges will be for the services provided to those beneficiaries.
- Pharmacy Benefits Division: Medi-Cal program pharmacy benefit for beneficiaries by establishing the policies for drugs, medical supplies, and enteral nutrition; and negotiating rebate and acquisition cost contracts for these drugs and supplies.
- Systems of Care Division: provides comprehensive systems of care for vulnerable populations with chronic conditions to create effective and efficient delivery systems that improve health care options and reduce health care costs. These populations include Medi-Cal beneficiaries and Children’s Medical Services (CMS) program beneficiaries.
- Fiscal Intermediary and Contracts Division: ensures the proper payment of over 200 million Medi-Cal claims. Annually, for medical and dental providers who have provided services to beneficiaries.
- Third Party Liability and Recovery Division: ensures the Medi-Cal program complies with state and federal laws and regulations relating to legal liability of third parties to pay for health care services for beneficiaries, and takes measures to ensure that the Medi-Cal program is the payer of last resort.
- Establishes and implements policies and procedures for the effective operation of the Medi-Cal program.
- Assists the Director, the Chief Deputy Director, other Deputy Directors, and the State Legislature in determining program direction that is consistent with legislative intent.
- Advises and consults with the Chief Deputy Director concerning issues of significant policy impact.
- Represents the Department in contact with public and private organizations, and local, state, and federal government officials in Medi-Cal program matters.
- Directs and evaluates the planning activities necessary to improve operations in the program in the Health Care Programs/Policy area.

Under the administrative direction of the Office of Policy and Planning Chief, this position will manage, and be responsible, for the analysis of all federal policies related to the Medicaid program. At this point, the federal government is extremely active in developing new policies and rules on Medicaid, which have the potential of costing the State hundreds of millions of dollars in federal funds.
Working with divisions within the Department of Health Care Services (DHCS) and other state departments, this position will be responsible for:
- Review of federal Medicaid and State Children’s Health Program (SCHIP) legislation for the impact on the State and coordinating comments to the California Health and Human Services Agency and the Governor’s Office.
- Review of proposed federal regulations and developing comments on these regulations.
- Reviewing draft and final Medicaid Director Letters from the Centers for Medicare and Medicaid Services (CMS). By having a member on the Executive Committee of the National Association of State Medicaid Directors (NASMD), California is able to provide comments on draft letters, but must do so in a rapid and timely manner.
- Reviewing the impact of federal audits and disallowances and providing guidance on their resolution including determining which ones to appeal or settle with CMS.
- Working with NASMD to provide guidance and comments on various policy statements and comments made by the Association.
- Working with the program to determine ways to enhance federal funding for the program.
- Reviewing and coordinating federal Medicaid grant opportunities.
- Understanding and providing program guidance on the best avenues to implement changes under the federal Medicaid program.
