CFHC also acts as a catalyst for expanding health care services by building the capacity of community organizations and providing an informed public voice in support of family planning, reproductive health and high quality women's health care services.
CFHC was formed in 1997 through a merger of the Los Angeles Regional Family Planning Council (LARFPC) and the California Family Planning Council (CFPC). Prior to the merger, both LARFPC and CFPC had a collective 30 years of providing family planning services throughout the state. In 1998 the resources and strengths of Education Programs Associates (EPA) was added to the CFHC structure. The organization distributes federal Title X family planning funds to community agencies serving low income communities, and also provides those agencies with technical assistance, training and financial services. In addition to federal monies, CFHC is funded by private foundations and research grants. CFHC currently works with more than 60 health agencies to provide medical and non-medical health care services to over 700,000 clients each year.
Public Policy activities are designed to build understanding and awareness of the importance of family planning and related health issues. Activities also aim to inform the legislative process at all levels of government, and to promote effective public policy decisions that ensure and expand access to family planning and other key health services.
Finance and Operations manage the distribution of more than $18 million in Title X family planning funds to health providers throughout California. Activities include oversight of CFHC's financial affairs, monitoring of federal and state contracts, the provision of technical assistance and services to CFHC's delegate agencies and coordination of CFHC's management information technology systems.
Clinical & Commmunity Health Programs develops, supports and administers effective programs for increasing access to comprehensive family planning and related health services. Activities include the provision of training, education and technical assistance, the development and dissemination of information and resources. It also informs family planning service providers and clients about Title X standards and guidelines and monitors them to ensure compliance.
Research Study Administration activities include planning, conducting and disseminating clinical research on contraception, sexually transmitted diseases and related reproductive health and family planning issues. Findings help frame the development of products and programs to increase the effectiveness and frequency of contraceptive use and guide the development of strategies for improving family planning and reproductive health.
Information & Education provides health education, conference planning, materials development and distribution, and coordinates resources centers in Northern and Southern California.
The California Family Health Council is based in Los Angeles with additional locations in Northern California.
